What is the Employers Liability Tracing Office (ELTO)?

The Employers Liability Tracing Office (ELTO) is an independent industry body. Its members comprise of insurers who provide Employers Liability (EL) insurance.

ELTO's aim is to assist the insurance industry to meet obligations by aiding those who have suffered injury or disease in the workplace to effectively and efficiently trace the relevant insurer.

The Employers Liability Database (ELD)

ELTO have created a central repository - the Employers Liability Database (ELD). Its function is to store certain policy information on all businesses that hold EL insurance.

What is the Employers Reference Number (ERN)?

The Employers Reference Number (ERN) is also commonly referred to as ‘Employer PAYE Reference. This is the reference number provided by HM Revenue and Customs (HMRC) under which the employee’s income tax and National Insurance (NI) contributions are recorded. The number is specific to all businesses that employ staff who are individually paid more than the current PAYE threshold.

Please note a small number of businesses may be exempt from holding an ERN. This will generally be where the employer pays their staff less than the current PAYE threshold.

The ERN is shown on most correspondence from HMRC to an employer and is also on the P45, P60 and P11/D documents.

Which Tradex policy does this affect?

All policies which include UK EL cover are required to provide data, which will then be supplied to ELTO.

Tradex policies which may include UK EL cover are;

  1. The Motor Trader Policy
  2. The Complete Motor Trader Policy
  3. Commercial Motor Plus Policy
  4. Taxi Policy
  5. Taxi Liability Policy

What data is required?

For the main policyholder and each additional employer/subsidiary company covered by the policy, the following details need to be submitted to Tradex for ELTO notification.

  1. Employer name
  2. Full address of employer including post code

    (Where the employer is registered with Companies House, the employer’s address should be the latest address registered with Companies House)

  3. A full list of subsidiary company names
  4. ERN

    (If there is more than one ERN these must be declared)

Please note that although this information will be available to the public via the ELTO website, no personal details are disclosed.

Whose responsibility is it to provide the data?

It is Tradex's responsibility to provide the required data to ELTO. However we must have this data to incept, adjust or renew a policy.

How will you provide this data?

All required data must be provided prior to the acceptance of cover. Please complete and return the Employers Liability Questionnaire which can be found in the 'Documents' tab labelled 'Supplementary Forms'.
